Ok replaced the bad resistors and transistors .
Amp powers up and plays audio but as soon as I increase the gain the speaker flutters and draws excessive current
I made sure the shield ground was intact .
Does this sound like a bad chip (THAT 2180LC) ?

That's common when the 2180 fails (the speaker has excessive movement when the gain is adjusted).
You can bypass it by removing it and connecting a 1k resistor from pin 1 to pin 8.
