You stated that you had 0.72v on one end of R414 and 0v on the other end. Did you have 0v on the end connected to pin 6 of the op-amp?

If the op-amp is good, you should not see positive voltage on pin 7. With the inverting input at 0v and the non-inverting input at -13v, the output should be negative voltage.
