It sounds like you have shorted outputs or defective driver components in the right channel. You also need to check the 0.1 ohm resistors in the right channel.
This amp isn't like other amps. The power supply FETs are driven by a transformer. The driver transformer's windings are connected across 1 and 3 on the power supply FETs.
Since there's nothing obvious, confirm that you have both positive and negative rail voltage. Also confirm that you have regulated voltage on the power supply pins of the op-amps.
constant 13.93 volts But when it does the crazy rail voltage issue the amp will draw 20 amps then 2 amps then 20 amps and so on makes my amp meter go crazy
