This discussion is a surprise to me. I place orders about every 1-2 months, and haven't yet had this happen to me, and hope it doesn't! May I ask what parts in your order they limited?
A small handful of Coilcraft inductors. These are low tolerance, halogen-free, etc. Only Mouser appears to carry these particular versions.
It seems that California taxing authorities have been getting a little more aggressive lately, and I have noticed some confusion with vendors on sales tax.
.Only way not to pay sales tax is to have a government issued resale number, and then swear the parts being purchased are for resale only. If not purchased for resale then tax must be paid, resale number or not.
What seems to be going on is they are trying to stop some people who are buying up rare parts from Mouser then selling them for a profit, perhaps all the more profitable if Mouser runs out.

I know. Contacted them too and told them about Mouser. Of course, they won't accept a website message without a company name. Used an old, defunct business name I once used for consulting. Told them so too 🙂 Now at least have the email and phone contact info for someone at Coilcraft, just in case I need help any in the future.
Shucks, a preamp/EQ combo can have close to 40 op-amps and each one will take two bypass capacitors. That's close to 100 parts -- and we never stop at one project, do we? Then one can never have too many 4k7 resistors (or thereabouts) for things like instrumentation amplifier inputs, general gain stages, etc etc etc. I tend to run out of my 100 piece orders in a surprisingly short time.
Concur with Nelson regarding CA sales tax agency; I've had a side-business for 10 years but the last couple of years have had no sales, or I paid sales tax on what I used myself. Now they are taking away my certificate and account as a result.
I just ordered my second small batch of small signal relays in 4 weeks and Mouser didn't give me trouble, but I'm not set up as a reseller.
EDIT: my order arrived just as I posted. It was a $500 order, and they sent it second day at no extra charge.

I tend to shop around more for parts now due to shortages.
I found Digikey better than Mouser for having stock.
While they are short of some stock I can still get "alternative" parts.
I use RS a lot but they can be expensive. So i look at CPC too.
I sometimes buy from ebay but am wary of semiconductors and poor service from some sellers.
I bought some BAT85's off ebay and used them and microcontroller blew up.
Turned out they hadnt sent BAT85 but zener diodes ! this allowed high voltage into microcontroller pin and blew it.
So now I examine carefully any ebay components numbers.
Switch electric on ebay are cheap but they arent careful sending out stuff. I got double end bnc connectors instead of single ended and sometimes other wrong components are sent.
I very rarely use Farnell as min buy is about £40.
Also they sent me wrong resistors in a bag once and i had 5 pcb's to amend to fix the problem.
I wanted some AD9201's and they were £15+ on usual vendors.
I looked on ali express and they were £1.50 so I got some and they worked ok.

Called Mouser today; confirmed my account is still classified as 'personal,' and not 'specialized distributor.' Guess that last email was just a hiccup on their part.
In Finland you do not even need to buy or own a tv or radio to get taxed , in my case 137euro a year, my wife a bit less. The tax is used to support the public tv and radio station.
Over here in the states the tv and radio stations are supported by showing endless commercials of crap.
