So I did a search first. Is it safe to go to PC Based now? Is the "bad capacitor" thing fixed for good?

All electrolytics will eventually go bad. But other than the "capacitor plague" of 2004-2005, any PC you buy now will be obsolete long before the capacitors go bad.
The cheaper motherboards (those brands that are half the price of most others) still can leak after a few years. Repaired an AM2 board just recently.
If in doubt, go full solid capacitors.

I've seen those fail explosively too.
