The OED refers to the term "whack-a-mole" as being used with reference to a problem which is addressed in a piecemeal or superficial manner, resulting merely in temporary, minor, or localised improvement.

This is how our PM describes his government's planned response to local outbreaks of Covid-19!

YDMV, your dictionary may vary. McMillan define it as:

a situation in which repeated efforts to resolve a problem are frustrated by the problem reappearing in a different form

and YourDictionary.com

The practice of trying to stop something that persistently occurs in an apparently random manner at the point where the occurrence is noticed, such as terminating spammers’ e-mail accounts or closing pop-up advertisement windows.

Either of which fairly accurately sum up the problems with handling COVID and local outbreaks. That's the problem with dictionaries, you can always find one with a definition to suit your need. If all else fails, it's always possible to go back to a definition from several hundred years earlier, no-longer in common use, and insist that's what the person really meant...

I moved past this political nonsense years ago.

Actually my lovely Niece, Clare, phoned me up in some distress a coupla weeks ago. Apparently Moles are digging up her flat lawn.

Depends if you want an English bowling green or a lively Scottish Golf course IMO.

My opinion is just to let the Moles and Worms get on with it. 😀
