I am just getting started with the minisharc.
First thing I notice is that the I2S Output Bit clock is on pin 17
and there is a data output on pin 21, so these seem to be reversed
from the manual.
Is that even possible?

I don't think so.
That connector pinout is standardized across the different miniDSP platforms.....not just the miniSHARC. The numbering scheme on the ID connectors has confused some folks. Are you sure you were probing the correct pins?

I've forgotten much of my advanced math but I'm still good up to 20😛
I didn't notice until I connected my DAC. Had to swap the leads.
I suspect something when wrong with the firmware update that ran
on first startup. I guess I should track down a way to re-run that.
Circuit boards and parts pins don't change on their own.

Firmware updates won't change the pcboard artwork. I believe some of the I/O's are reconfigurable, but I don't believe it's possible to confuse ADSP-21369 data with clock via a software update.
I suggest to probe the J2 pins with your oscilloscope and verify the waveforms.
