if youre testing this amp on low/limited current supply then it might have a pretection circuit that checks if theres enough current available from source.
you can scope the any rail and pulse the remote and it should build with each pulse until its tricked into thinking theres enough current and will turn on, or, assuming you have done all necessary checks, just turn up the current and see what happends
