Mechanical drawing help needed

I have a fine pair of drivers that came with this mechanical drawing in a pdf file. But it I print it out it looks like it is only half scale and I would like full size printout to help with drilling. I know the PDF reader has some resizing capabilities but it says the current image is 117 % and it will only enlarge to 200% and even then it only prints roughly 1/2 the image. Anyone able to help me with a quick file conversion ?

My Linux app for PDF enlarges up to 500% so I take it its a Windows 10 app .

Why not download a PDF app that enlarges greater than the one you have installed or does Windows now restrict you to "approved " apps from their app store ( just one reason I stopped using Windows years ago ) ?

Many of my drawings are scans from original 11x17 pages. I have no way to print a file that large. If I wanted a print out in original size, I'd store the PDF on a flash drive and go over to Kinkos or other printing place and pay a dollar for them to print it out full size.

Adobe Reader XI (now hard to get) can set printing scale to 200% and the preview *looks* near correct size (as near as I can read metric on a inch ruler).
