To ensure clarity. To me, the discussion of reported output from the engineer's report vs. stated specs has been solved (for now). The amplifier being tested was altered from factory specs, the amplifier being tested (to be confirmed by the OP) is not the property of the OP, and the testing methodologies used by the engineer and possibly Pass Labs were markedly different. Whether the test methods used by Pass Labs (or the importer into the EU) are sufficient to substantiate marketing claims is in question within the EU as is the CE mark indicating electrical compliance.

So, what remains (to me), and that I have a curiosity regarding is which EU regulations/standards are applied and how they're enforced for this product type / this specific product. I can't get my "reply" function to work well, apologies, but this specific claim sparked my interest. The cut and paste is from post #44.

In simple terms that means they can't be sold to consumers in EU."

It's been further implied and/or directly stated that documents supporting compliance must be provided from manufacturers to consumers and/or were easily obtained. I've shown my skepticism, and you've provided further insight that obtaining these documents might be far from 'easy' at least by our now mutually understood sliding relative scale for 'easiness'. 🙂

I would just like to see actual documents vs. speculation. I truly hoped you may be able to help get them. I said I'd stay on the bleachers, and I got off. Now... back on...

To me, this has nothing to do with how much regard I hold for a particular company or person. I spent years in regulatory compliance, and I'm genuinely curious about both the performance of the product when tested to different standards and how the regulatory process works outside the USA.

I said it's easy to make the tests , even with a modified amplifier because it can be winded back to factory specification by a company prividing customer service or metrological bulletins.The manufacturer provides the service manuals or callibration papers and the metrological lab or the customer service will follow it verifying if the results comply with the product specification.
Someone else said about the fact that anyone can ask the manufacturer to provide all compliance papers or proof of compliance...

There's one question I have : why is of any interest to you or others if the OP is the owner of those monobloks, or why am I told that I should not be allowed to speak my minds unless I'm the owner of Pass Labs products then be strongly suggested that if you have a problem you should first adress Papa, then, if you didn't do it , you should fall out of grace and be treated as a pariah by the fanbase community? ...Once you paid for a premium product you shouldn't crawl on your back in front of grand Daddy waiting for his mercy to turn you back on your belly...

Besides I don't know where the OP said he's not the owner of those monoblocks or to whom and when he did tell that.

These kind of questions are usually asked by bullies to make people keep their mouth shut and not speak against powerful people.

I live in a chriatian orthodox country where a week ago a very well regarded priest (some sort of national religious guru) was filmed while he knocked down a woman with his fists, then all the religious women from all over the country who didn't even knew the priest or the battered woman came to the priest's rescue repeating the priest's phrase that " the woman was unmaried and devious , the priest couldn't do anything wrong"... while there's clear filmed evidence where the priest approached the woman from the back before punching her, taking her phone and throwing it away...
In a decent country that priest would have been arrested for violence. Yet religious attitude prevents everyone thinking clearly...

Is there a published measurements of this particular amp model on the net? Kind of Atkinson's measurements in Stereophile. If at least one reviewer managed to reproduce stated output power then there is no ground to imply design flaw. In that case one could possibly argue QC issue with some samples but not incompetent design.
