Managed to source a Marantz CD74 without CDM1 which looks like very similar circuit.
SAA700 swapped no difference.
will check +5V in all chips one by one in servo board.
Suspect servo board faulty 🙂
will update.
By the way I am in perth, Western Australia 🙂
The CD53 suffers (afaik) from the same problems as the CD 104.

Check voltages in power supply, specially 5V.
And don't change capacitors without any reason. Look for the reason of malfunction, but not replace components without any good reason.
Ir power supply is good, look the cpu, and check if it working, the quartz oscillating, etc...
Philips uses fuse-resitors. Check it.
