Luxman PD 282 strange hum/noise

I have some strange noise coming from a luxman pd 282 ( I noticed I have exactly the same thing on a lenco L833 DD). It's not really hum, its some kind of mix between a hum and something around 1khz. Both are direct drive and all the caps have been changed, wire connections checked and tested with different amps, nothing seems to make any difference. The noise itself gets really annoying above 1/4 of the volume knob which isn't very loud on most amps. I even have it with the turntable unplugged

It looks like a ground problem because when I touch the chassis of the amp it gets a little lower, same thing for the tonearm on the TT. When I wrap my hand around the rca cables on the other hand it gets really loud.

Any help would be welcome

I checked all the connections from RCA jacks to cartridge and they're all good. When I touch the rca cables the noise gets a lot louder and there also is some crackle. First I thought the cable might be bad but as I have the exact same problem with a lenco l833 (that has new cables) I can rule that out.
This is from before the recap, all the caps have been replaced by same value :

Hi Kevinkr!

I tried unplugging all the other stuff in my apartment but it might come from the neighbours though. I also tried keeping the TT far away from the amp but that doesn't change anything. I only have it with those two direct drive tables (a technics sl 1700 doesn't have it).
 
Just to be sure the wiring is ok I shorted the red and green wire and the noise disappears on that channel, same for blue and white. I noticed sometimes another noise like slight popping or some high frequency is adding. It really seems like I'm picking something up from somewhere but how is it possible that only two of my turntables have it ?

Although a ground problem isn't completely out of the way because touching any metal part from the table or the amp gives little "pops" or rather "crackles".

The noise gets a little less when I flip around the power plug but its definitely still there. I don't know if I mentioned that I also have it with the table(s) unplugged from power.
Getting a little desperate here...
