I've done a lot of searching but I couldn't find any tube phone pre-amp design with low voltage tubes (below say 50 V).
Is there any design avaiable which runs on low voltages and is reasonable easy to build and sounds good?
any help greatly appreciated because I'd really like to take my first dive in the tube world (preferrably without broken glass).

Take a look at Steve Bench's website. http://members.aol.com/sbench101/ Look for the section near the bottom on the homepage titled "battery powered pre-amp" which uses 6088, 512AX and similar submini tubes.
IMO I think a tube design operating at somewhat higher voltages (200V and up) generally is less encumbered by linearity issues resulting from low voltage operation.
Take a look at the Aikido threads - pcb available and almost guaranteed success. Read the thread on safety here and you will be all set to tackle something running at higher voltages.

I've built Steve Bench's battery powered 6088, 512AX RIAA pre, and for some of its traits, it is better then any of my other phono pres, and I think I have about 6 different tube and solidstate options.
But I would not suggest it as a first project.
Pete Millett has the low voltage aspect,

But it is not what I would suggest for a first project either.
You may have better luck building a simple 6DJ8 phono pre of which there are plenty to be found in threads here if you search. Or search for 6GM8 phono pres. Low voltage (<100V), especially if battery powered, is not inherently safer then transformer designs. Batteries can remove a finger end if not kill you outright as fast as high-voltage designs.
