Low upload on cabled PC

I've got a PC connected to the router by Cat5 cable and when I run an internet speed test it gives approx 30mb download but only about 0.1mb upload. There are two other computers on the same network, one wired and one wifi, both achieve same download but approx 8mb upload. So there is something wrong with the first computer.

I've tried a different socket on the router but it made no difference. What can throttle upload that I can look at?
 
Check the ethernet adaptor link speed, is it 1Gbps, 100Mbps or 10Mbps ?
Try changing the ethernet cable if you already haven't done so. You may have a cable where the uplink pairs are poorly terminated.
If you have a realtek ethernet adaptor, there is a diagnostic tool that can perform low level hardware tests.
It's also possible your router is uplink bandwidth limiting based upon IP address.
 
8 MB/s or 8 mbps? Can you post a screenshot?

Turn off all programs and open up the resource monitor (W7) or Task Manager -> More Details (W10). Look at your network tab, make sure it's idling, then open your browser and run the tests again.

Typically if one PC is choking on upload there's something software-related (hopefully). If these are windows machines, try the network reset for Windows 10 or the troubleshooter for W7.

Also run a check using Malwarebytes. I'm not sure that's an issue, but do it anyway. Next is to try and reinstall the network adapter drivers. You would need to do this in Device Manager, and check the "Remove software" option when it comes up. This will disable the network completely, so ensure you have a local file with the correct driver for your network adapter.

Try a different cable, and if all fails, you may need to think about a wifi adapter for this PC. Network cards can fail in funny ways.
 
I looked in Task Manager and nothing was running. I tried another cable and that was no different. So I tried plugging the cable into the laptop instead of the desktop computer, that was even worse didn't manage any upload at all. So I think the router ports may all be broken, about 7-10 days ago the router reset itself totally back to default settings - maybe there was some kind of internal failure at this point.

Strangely though only internet upload speed was affected, uploading files to the USB storage on the router still was almost as fast as normal.

For now I'm using a USB wifi adaptor. This has brought my internet upload to where it should be (about 8mb) but it's very slightly slower on download. And transferring files by FTP to and from the router USB storage is slower.
