What do you mean by diffusion? in general, frequencies with wavelengths about two to five times bigger than the radiating 'surface' (cone, horn mouth or source in a baffle) will spread omnidirectional around the source.

The exact horn typology and it's pro's and cons is frequency independent. The only thing relevant is that you need bigger horns for lower frequencies. For domestic use, check the Klipschhorn which uses room boundaries to extend the bass horn.
That being said, for low frequency reproduction there are a lot of in-between solutions that aren't really horns. You'll find those mainly in PA audio applications.

Have a look at a 40Hz horn, you can not call that a waveguide any more.
