I not have the schematic for this model but the concept is similar.
If you have a DC on output, probably you have one shorted Output FET.
If the left FET have -19volt on center and right pins, it seems to be shorted between the drain and source.....
Check it accurately.

No signs of a short testing them in the board. I'm getting same readings as the others. Should I remove them to test? Just replace them?

try removing them from the board and turn on the amp.
If the amp work correctly on the other channels, the problem is isolated only on this channel, so the troubleshooting becomes more faster and simple.
Both off the board I still have the 19v. I have 2.6v on a different channel now that I didn't before. I'll double check but the other channels still had no output.
I not sure what's going on with this. I took it out of the case to remount the mosfets and everything seems to be working. Mosfets checked out fine. I have it all back together and still working. It's not 100% though. I have .3v on the same channel I was having the original problem on. Now on the mosfets I have 18v .3 and 15v. But I do have signal out

0.3V of offset is negligible!
now, can you reproduce clear audio from all 4channel?
All channels seem good. I'm worried the problem might come back and burn up my speakers though since I really didn't find a problem.
It is very likely that this was a false contact.
When you have finished mounting the board in the chassis, be sure to clean the entire circuit board with a clean dry brush and then with compressed air.
Once you are sure that the amplifier works well, so you do not fall into the same problem, press on the card slightly at a variety of points with your finger (while the amplifier is playing music)..
As the human body represents a resistor, you could damage the circuit by touching the circuit with a naked hand, for this reason, wearing a latex glove.
