Looking for a virtual loop device in Windows that enables global volume control

Hello there.

I am looking for a a virtual device in Windows that loops through an output that allows me to change volume.

Virtual Audio Cable would have been perfect, but I tried it and its volume sliders sadly have no effect.

Maybe someone knows something with the functionality I'm looking for.
