Little dot 2+, got spark

Now I am using little dot 2+ tube headphone amp. Every time when I turn ON the amp ( power tube= 4p1S still cold), it have blue spark inside the tubes, output I can loud "POP". If the tubes is already hot, turn off and turn on, it won't happen, only happen when the tube is in cold condition. Even I have changed to few pairs new tubes, problem same, is any part spoil? Anyone know whats the problem.
