Linear Supply Help

I have a couple questions about designing a good linear power supply for class T based subwoofer amp. Im using a TK2350 eval board and i would like to be able to output about 500W. I have a 625VA toriodal xformer with 2 35V secondaries. Im having a couple problems. How can i control inrush current? When i turn this guy on lights dim, and in my office my UPS will even beep. I realize at the instant its turned on those caps appear as a dead short(ideally). Also it seems to be noisy, jsut having a signal from a function generator tied directly to an o-scope you can see it get pretty nasty when my powersupply is on. Lastly, how do i correctly give the supply a discharge path when off?

I have attached my schematic below of what im thinking of redesigning too, the only real difference is the .1uF and fuses before the rectifier as well as the relays at the output(hoping the delay will remove any turn on pop in the amp.
