How the level shifter works regarding to the voltage at the input and the ouput?

I will be using the level shifting stage to input at the gate driver hi and lo.

For example the PWM is +/- 18. Does that mean I shift the down to the 5V.

Level shifting literally means to change (or shift) the voltage (or level) of a signal so it can be used with some other circuit. How it is done and to what voltage depends entirely on the circuit.
