I have quick question, it is possible to connect a amp9b to a Lepai ta2020?
The two speaker outputs from the ta2020 to the amp9b inputs.
If it is not possible, then why?

Short answer: no.
Long answer:
Generally speaker level signal can be attenuated back to line level signal using some resistors so that you wouldn't fry the input of the second amplifier. But ta2020 outputs are bridged ones, so the two channels do not share a common ground as the inputs of the amp9b do. So connecting that attenuator would fry the Lepai's ta2020 chip.
