I just made a PIC based 24-LED PPM (2 dB steps) for use with an amp here. I haven't updated the project page but I hooked it up to my Philips DFA888 amp and it works like a charm!
Really really should update that page... Incidentally, I bent the LEDs horizontally and stacked two boards to make it stereo.

Of course, it's a very old chip, this should be one of my very first project with a TBA820 battery powered in a Teko box many many years ago !
But there are alternate sources in China and many kits for almost nothing on AliExpress, for LM3915 and 14.
This is not audiophile audio, life support systems, mains connected system, etc.., just easy Diy or cheap consumer audio market so not great risk at trying a kit.
For 2€ shipping included you receive a complete kit, it is worth a trial.
