lcd scart connection howto:?

if we take csync from scart and get hsync and vsync with electrnics from it,
from a pal device(receiver-dvdplayer) we shoud get 15.625 kHz hsync and 50Hz vsync,
and if we feed the lcd with
these syncs to vga h/v-sync pins of lcd,
and rgb signals from scart to vga rgb pins of lcd
could we see our lcd mon. working?(monitor is liliput 7'' pal-ntsc-vga monitor for ex.)
