I have the amplifier on-board soft-start resistors installed large brown. When you run the amp they start to warm up and warm up constantly, until the power is turned on. They are very hot. Is this normal?

That is quite normal. Many Engineers view this as a design defect, where the high temperate of these 700 Ohm Power resistors causes heat damage to the other parts nearby namely the 470uf 100V caps (X4) and the two Power OMRON relays and Capacitor (in between).
