I have a question.
Is there a TO-3 12.6V regulator which would be a drop-in fit for the KSL-M77? I'd like to put in something which would simplify the circuit, have sufficient current to run the 8 6072s and increase the 12.6V supply reliability.

No such beast. TO-3 regulators are more expensive than tubes now. You can find them in TO-247 package. Or save the heat and use a switching regulator.
