The tiny smd fuse has been soldered completely over too,

You need to install a fuse in place of the solder bridge. If you don't have one, a 1 ohm, 1/4w resistor can be used for testing. It should protect the signal source if there is a problem driving voltage to the secondary ground.
Ok, here's the latest update
I pulled all the new transistors and the old ones then powered up the amp.
Result - no protection light, no fizzing noise from the transformer and no inline fuses blowing.
Next i took 2 good pairs of transistors from the previously good channel and re-installed a pair on the left channel and a pair on the right.
Powered it back up and I now have clean audio in both channels with none of the previous problems.
I think Perry was correct and my new transistors were fake,
I have since contacted Kicker direct and their tech department confirmed the output devices are still available so I'll be ordering all 24 to be on the safe side.

The only issue is there is a humming sound from the speakers when you place your hand near the rca inputs, closer you get the louder the hum?
