If the pulleys on the bottom are turning, there is a problem that's preventing the pinch rollers from touching the capstans.
I checked this out more .
The pinch rollers never move they do not touch the capstans
I can spin them freely by hand so they aren’t locked up .

Generally, the pinch rollers are moved by a cam, either a sliding plate or a motor. You'll have to look at the mechanism's design to determine what's moving the pinch rollers.
Ok I see that now .
I think the problem is since this unit is old all of the grease is gummed up and won’t let the pinch rollers come out far enough like it’s binding .

Any light grease will work. I'd likely use Synco Super Lube. Apply sparingly.
Lithium grease will also work.
