In the attached diagram, the voltage should drop through the various components from the junction of D186/R320 to pin 4 of IC12. There appears to be a break in the circuit or an open components. Check the components in that part of the circuit and the solder joints to see if you can find the open in the circuit.

Ok found the problem i had a bad solder joint on TH2
