I had a suspicion about the replacement bias trimmer I'd installed, so I subbed in a better quality one. This resolved the issue. The bias on the "bad" board can now be adjusted to spec and stays as steady as on the "good" board. All I can surmise is that the wiper was losing contact with the resistive track.
