is there any way to connect a 1/4 female jack to that?

the jst wire has three wires, but the 1/4 jack has two "places" to solder to
which one do i give two wires to?

The 1/4 female jack you have sounds like a mono version. Assuming you want a stereo feed into the amp. you'll need a stereo 3 ring female jack Switchcraft : 1/4" 3 Conductor, Plastic Handle Plug.
Unless you have two separate mono feeds?

1/4" is huge - what is your source?
3.5mm is a much more popular choice for home use.
1/4" for stage use.
Tell us your intended use.

You just need to either:
- De solder JST and solder in to the through holes a twin core shielded cable and a TRS of your choice to the other end
- butcher a jst cable and solder a TRS on
Yes, it sounds like a TS that you have.
Can you solder? I'm sure there will be someone who can make one for you but it will be the price of a soldering iron and parts. Its a good skill to have.
