Do you want good measurements or not? That's what it costs. If you want good sound too, then depending on what constitutes 'good sound' for you, it could cost more.
I have not seen a premium ADC board on ebay. There are some modest 100 dB SNR based boards. Getting real performance from an ADC is not easy. I think the best bet for cost effective would be either an EMU 1212m/1616m or a Lynx L22 second hand. Otherwise a QA401, now supporting ASIO, will get you very close to the state of the art for a reasonable price and ready to go.

That was the preference expressed. There is nothing of that sort that measures well and is low cost that I know of. Seem likely it is because there is relatively little demand for such a thing. At least the dac part is possible.
It is known as a DAS and National Instruments would probably disagree with that opinion.

HD measurement with a notch filter is pretty easy. 20-tone IMD may be a little more complicated.
Somehow I wouldn't expect they sell as many audio instrumentation systems (especially at very low cost as was requested), as there are dacs sold for music enjoyment. Isn't the demand for the latter much higher?
They work fine under ASIO with the Win10 version 1803/OSBuild 17134.648 I'm running; it's the latest public (non-preview) build.
