If you pull the corresponding capacitors out of the other banks, you should be able to read them. Be careful The ceramic caps are easy to break.
Replaced the caps and outputs..
Amps Power led still blinks green/red like amp is still in protection mode..
The manual says that thats caused from low voltage ..
I have 13.90 volts running to the amp and it never drops amp is still in protection mode..
Any ideas on where to go from here?

There are driver IC's IRS2011S 1 per 2 outputs total of 4
If they were bad would the amp still protect if i pulled all the outputs?

Probably not, due to blown driver ICs. It could have some other protection circuit or legitimate fault.

Download the owner's manual and look at the various LED indications. Which applies to your amp? Page 16.

#4 it's blinking between Amber and green ..
Saying it has low supply voltage .. I get 13 volts measured directly across the power and ground terminals and directly across the remote and ground terminals

This amp has almost the same circuit as the 500/1 it has 2 supplies ..
I get 0.62 volts on the gate leg of the power supply fets should I have more voltage or is that correct ?

The gate voltage as read with a multimeter isn't very reliable, especially for a regulated power supply. If the power supply is a standard push-pull and the drain voltage is swinging from ground to about 2x B+, the supply is likely working normally. You should also have rail voltage if the rectifiers are in the circuit.
