JL audio 300/2 low ohm shut off

No lights come on at all. When the heat sink clips are on. The power supply I am using immediately shuts off. If I remove the clips the amp powers on for a few seconds ohm light trips green light is on but then the power supply shuts off.
 
Are the transistor tabs touching the clips?

I thought of that being a possibility. I will put the amp together again tomorrow and check it. I had bought mica strips at the local electronics store and made sure there was no contact between the transistors and heatsink but never looked to see if the clips were possibly touching. I will test and get back to you.

If the resistors read out of tolerance, they must be replaced.

I use IRF3205s for the power supply in this amp.

This is what I am not sure of? What is the tolerance for those resistors?
Right Channel
R308 & 309 read 127 ohm
R110 & 311 read 47 ohm

Left Channel
R408 & 409 read 127 ohm
R410 & 411 read 47 ohm

Should they read 47 ohm for all 8 resistors on the output side?

Disregard those the last post. Those are correct values. Verified that looking at the resistor value marked on them. I could not see them before
