I just bought this new on ebay:
Jelco SA 750D 9" Turntable Tonearm with Standard Heavy Counterweight Japan | eBay
I have som problem with the antiscating. First the arm is moving to fast to center when i turn the wheel up to 2-3 gram. Then suddenly it seems ok but its a click everytime i move the arm over the record. Should it be like this?

The links work for me too but the video is a bit small.
The noise coming from the tonearm could be the anti-skating spring or something in the bearing assembly. Difficult to know for sure without opening it up.
Float the arm then apply anti-skate, does it work even after the click?
If I were you, I would retun the arm to the seller. You have paid far too much to start taking things apart just to see what's wrong then attempt repair.
Sometimes the bearing assembly comes apart due to the way Jelco designed it, the glue used to fix some parts together fails.
