hey my Jbl amp is acting funny it sparks like i touched the pos and neg together when i hook them up there not touching and i pulled the fuses out when hooking the power wires up but when i plug the fuses in a green spark and crackle starts

Try using some proper punctuation, I am trying to understand your question.
There is capacitance inside your amp. If it's discharged, when you hook up power it draws a lot of current for an instant to charge them up. If your trigger is low and the amp draws a lot of current - it's broken and needs service.

i dont know what a cap is all i know is that when i put power to it the protect light comes on and then goes out. the light
never stays on it flashes then goes out.

I would do two things.
1. Recheck all your wiring, or have it checked by a pro.
2. Sounds like the amplifier needs to be serviced, take it to a good service shop if (1.) above checks out okay. A bad (read cheap) service shop will likely cost you an amp. This is due to inexperience and poor workmanship.

I will probably take it to a service shop but i did take it apart and there is a little row of squares on the inside of the amp.Its covered by these two metal covers i think there called fets not sure but a couple are fried.

Sorry to hear that. It's kind of what I expected given your description. Voltage drop will kill the inverter every time. So have your supply and ground gone over. Also check the little body to engine ground wire, most people don't change it.

how much do you think it will cost? its not my primary amp at least at the moment. i have a legacy 1000 watt and also a power acoustik 520 so this amp really doesnt matter at the moment but i did pay 400 for it so do you think it would be worth it to fix the Jbl i know its better than the other ones.

Yes.
It's never worth getting a poor service job done. With car audio the installation is very important for the car and the stereo. If something blows, get it fixed right.
I spent years fixing poorly installed amps that were always "warranty".
