I don't think it's required, but you could include one. I think one 10000μF per would be enough so I'd remove one from each pair before I seriously considered a soft start.
You could put a diode across the regulators, reverse-biased. You'll see this in the datasheet. In the event that the regulator input is shorted, the 100μF capacitors on the outputs will conduct current through the regulators from output to input. This could very likely destroy them. Call it cheap insurance.
