Is this bad? Picture of JL Audio 10w7 sub w/ possible problem

I just swapped this sub out of a high output ported box to a smaller enclosure and noticed an inch of white material around the bottom of the cone on the inside of the sub. I'm posting here to try and figure out if this is something wrong with the sub or normal.

I'm sure one question will be 'how does it sound' so here is the twist. The last system I had this on it sounded amazing. It doesn't sound so great in my new set up but I'm not sure if it's the sub or the system. I tied to keep the head unit in my new car (I know, I know) but upgraded to a 4 channel running the front and backs and a 1000w apline pdx running the sub. The sound overall isn't good at all and I'm waiting to upgrade the head unit.

When I traded that car in and took the sub out and stored it in my basement for about 4 months. My basement is not that bad, I keep a dehumidifier always running at 60%. Until I noticed this I just assumed the poor quality sound was due to the set up but now I'm wondering if somehow the subwoofer got damaged along the way, or was ruined by being stored in the basement.

Has anyone seen this and/or know if the sub is now defective?

Hi, It does look like the cone is coming away from the coil former, rgds, sreten.

That makes sense, the cone does seem to be lifted off a little bit and the white stuff is where it used to be connected, glue maybe?

Is this a terminal diagnosis for a sub? Something that will affect sound quality? repairable?

thanks again - i know these are basic questions
