Is there anything wrong with this PS design?

Remove D3, D4, D5, D6.
C1=C2=6800uF.
C7=C8=470uF

That's just foolish. Those diodes are there for discharge protection---read the datasheet.

That allows R3 to be 240r. If 10mA is needed then R3 becomes 120r
