I'm picking through the tweeter and it seems like there was dampening foam under the dome. If I replace the diaphragm with a soft silk dome, will I still need the foam or I can take it out?
The material of a soft dome has its own internal damping whereas metal has inferior internal damping.

Does a replacement tweeter need to fit exactly into the original space or can it be macgyvered into it. As long as the enclosure remains sealed? Theoretically can any speaker that covers the range to 20khz be used as a tweeter?
In turns of the enclosure that holds the voice coil, can I add spacers between the plastic and magnet to have the voice coil in the right position? Is there other parts besides the voice coil placement that matter?

Yes, provided the presumably small open back speaker is placed in its own sealed enclosure.
However, the dispersion pattern of a cone speaker is not as wide as that of a dome speaker. That may or may not be a problem depending on your speakers to listener orientation.
Its quite usual to enlarge a tweeter opening to suit a larger driver. A driver smaller than the opening can be fitted by using an adaptor plate.
Regarding your voice coil question, can you give more information or illustration as to your intention?

I can only find a DS-66Z.
Sometimes it's possible to fit a smaller replacement tweeter into the faceplate of the original tweeter. This helps preserve the original appearance.
