Is my Dayton Audio IMM-6 mic defective?

I got this mic a couple of days ago and I want to use it for measuring my DIY speakers. I noticed there is a lot of noise. Is this normal?

I recorded this sample about 03cm away from my mouth. The room is dead quiet. This noise is present on multiple devices (phone, PC)

You likely are looking at AGC, not the microphone itself. Consumer stuff adjusts microphone gain automatically, presuming there should be some noise. Are you using a smartphone? I suspect every phone does this these days, unless the app used switches it off. And I haven’t got a clue how good or bad the preamp in this smartphone is, but bare electric noise levels don’t say that much as you did not add a reference sound level.

The same thing happens on my desktop pc. I recorded the sample with Audacity. It starts out at ~ -40db and climbs to -24db. The mic shouldn't auto adjust on a desktop. It's fixed at 40% input level. I have turned all audio effects and microsoft clear voice off.

After my post I contacted the seller. They are super kind and offered to send me a replacement microphone without sending the old one back.
