Is a staticky normal on startup from tube amp

I have a 1997 fender the twin and now and newly acquired Mesa boogie f-50. I found that I turn both amps on with the standby switch on but when I remove standby I get this low staticky poppy sound for about 3 seconds then it's gone

Both old amps that have cold solder connections. Resolder the entire amp and 90% of the symtpoms will disappear. DO NOT waste money on tubes or caps.

It is also perfectly normal for some tubes to make a few seconds of noise as the metal parts come up to temperature, nothing to worry about.
