ok i have a 12.1" lcd it masures top-botom 8" side-side 9.1/2" could i still use my ir/uv glass there 9X9"?

Yes, you can. Since the light is more or less a point light source, the ir/uv glass can be smaller than your lcd. For instance, if a piece of ir/uv glass was placed half-way between the fresnel and the light, you could use a piece of ir/uv glass that is half the size of the monitor (in your case, 4" t/b, 4.75" l/r). Of course, because of the fact that your bulb has an arc length slightly larger than a point light source (I guess you could say infinitely, but you know what I mean 🙂 ), your ir/uv glass would half to be slightly larger than half.
