Those two 14pins ICs are probably IRF2110 MOSFET drivers.
The 8pins on the top is probably LM393 comparator and those other 2 8pins ICs are probably logic gates for the HS and LS drive, check to see if they have any connection to the drivers to confirm that.

Another configuration for the middle ones would be a comparator, an op-amp, and a logic gate.those other 2 8pins ICs are probably logic gates for the HS and LS drive
To confirm, the one that has a triangular wave on one of its pins is the op-amp, the one with the input signal, the triangular wave, and the PWM is the comparator, and the third one remaining would be the dual logic gate IC.
The comparator and the op-amp rarely fail; most commonly, I have seen the logic gate fail.

it seems like the irf2110 only exists in 16 pin soic package and not 14. any other guesses?
