A surge protector is entirely possible. I may have been thinking of something else. However, cold cathode rectifiers are a fact.

1940's and early 50's car radios used an 0Z4. Most were in metal cans for shielding, but some glass ones exist. I have several. There are three round metal cylinders, one cathode, two plates. They don't look like this, and they are octal. Purple glow when powered though.
