I am repairing a piece of audio equipment that will not turn on. I have traced the problem to ICP N10 which is a two pin IC protector. When I short the pins, the unit powers up and works like expected. I am wondering do IC protectors go bad? The way I understand they work is they present an open circuit when the current gets too high but once the current is in the safe range, it presents a very low impedance. Is this right? If so, then this would indicate a problem downstream from the IC protector. I hope that its just a bad IC protector because it is easy to replace rather than find which component is drawing too much current on a big pc board.

They are like fuses, once they're gone they're gone. In stead of shorting the pins out directly use your DMM in current mode and see if the current draw is more than the ICP. Monitor the current for a while and see what happens.
