Thanks for all the replies. My apologies for not being clearer about the DIY aspect. I have indeed put together kits over the years, years ago I built a Haffler DH220 power amp from a kit. I even have a great electronics kit with soldering station.
But my intent is to use a simple device to solve this.
Regarding the SMSL SU-1 decoder, I didn't notice anyone mention what those output connectors are on the rear of the unit. They look like what you would plug a 1/4" guitar cable into.
If those are rca connectors, then the photos aren't taken very well. An angle view would have been better.

JR10, do you require volume control and mute via the television's remote control or is it irrelevant?
I recently replaced my main DAC with an Xduo MU604. This has three inputs, optical, S/PDIF and USB. Outputs are both balanced and unbalanced. This is a big step up in quality over my much older DACs and current pc audio outputs.
I also have the Prozor DAC mentioned above and is ideal for TV audio which is where mine will probably end up and for the price it is really very good.

Prozor DAC does not seem to be ideal for anything:

@MarcelvdG having remote volume would definitely be nice, as my preamp does not have one, and I tend to mute commercials.
@bohrok2610 thanks. it's obviously the common connector, so none of the literature bothers to mention it.
The SMSL SU-1 only has RCA outputs. The SMSL D-6s has RCA and balanced outputs. Thanks for all the replies. My apologies for not being clearer about the DIY aspect. I saw Topping brand mentioned, and Amazon has this one available in one day shipping:

Then please check if your television has volume control on its optical digital audio (Toslink) output. If not, you need to use HDMI ARC instead of Toslink.
Yes it would. For some reason I can't quote him. Perhaps he's ignoring me.MarcelvdG, would it not work if the DAC has the volume remote via the Toslink?
Ok, so the Topping unit that I just linked looks like it will work, I think i'll go ahead and purchase that.
Thanks everyone!

If "he" refers to me, I haven't a clue why you couldn't quote me. You are not on my ignore list, nor is anyone else.
lol I just now noticed the option, it wasn't available in my earlier posts.Yes it would. For some reason I can't quote him. Perhaps he's ignoring me.
Fair enough. That one post I couldn't quote for some reason! If "he" refers to me, I haven't a clue why you couldn't quote me. You are not on my ignore list, nor is anyone else.
