So finally you measured exactly as I asked you to do.
Measuring 27.5 mV means that you must have turned the pot, so everything seems 100% O.K. now. Bravo 🤗
The 23.5 has exactly the same quiescent current to answer that question.

Do you actually have an explanation? Why do the OLD electrolytic capacitors, for example in the power amp section, sometimes have almost twice the value of what is above? For example the two 680uF 100V measured about 1200uF!
And that at 35 years OLD!
Of course I also exchanged them at the service! Back to 680uF!
What do you think?

You should definitely use the long life 105C version and 2200uF is o.k. but not better as 680uF.

The absolute voltage is not that critical, but they should be with opposite polarity equal to within 50mV.
Why is that, because the soft start circuit that keeps the output a few seconds at zero volt, doesn’t (fully) switch off when they are not equal.
