It can be a bad connection, I've had this happen once where a capacitor came loose, that's why replacing the caps sometimes takes care of the crackling, that goes for almost any mechanical connection. Tubes crackle when they change temp, so when they warm up espessially, and also when they go bad.It's not the pot making the crackling.
I've experienced this as well. Removing and re-seating the bad valve didn't change anything. But replacing it cured the crackling....Tubes crackle...when they go bad.
