It can be a bad connection, I've had this happen once where a capacitor came loose, that's why replacing the caps sometimes takes care of the crackling, that goes for almost any mechanical connection. Tubes crackle when they change temp, so when they warm up espessially, and also when they go bad.
I've experienced this as well. Removing and re-seating the bad valve didn't change anything. But replacing it cured the crackling.
