Any absorbent damping material (be it foam or fiber) will perform better at places with high air velocity. Other damping techniques rely on pressure variations (Helmholtz and plane resonators e.g.). Comparing damping materials cannot be done without proper examination on what the fundamental damping mechanism is about. And thus yes, for speaker cabinets it is fairly crucial where you're gonna put the stuff and how it actually works.
I ended up getting a specialty product which has foam as well as mass loaded vinyl in it.
I had been hoarding a large roll of barium impregnated vinyl for 20 years. I finally threw it out about 2 months ago because I couldn't forsee I would ever have a use for it.

Don't you hate that!! It happens to me every time! 😀 It's one of the reasons I don't throw things out 😉 good old murphy....
