Taking a look at some DSL plans, I see that different plans have different upload and download speeds.
How do they do that? I know that speeds vary anyway, how do they make sure that each customer can only go so fast or so slow?

Bandwidth throttling is easy to do.
How they do it for each customer is each computer on their network can be identified by I.P. or MAC address. Their equipment then compares internet requests from those addresses with a list of who gets throttled back.

Do they do it proportionately, such as one customer is on the 1/4 full bandwidth plan, the other customer is on the onehalf bandwidth plan, etc?
Because within each plan, the speeds vary. If everyone always got one speed, I can see a specific speed being assigned per plan. But if the network itself varies as to what it can deliver, I wonder how they divide it up.

They can do it either with software, which just gives lower plans less of a share of the traffic. This can be done in the load balancer, a device that makes sure no one customer or piece of equipment is being a hog, or it could be done at the DSL hub, which is within 4Km of each subscriber.

I'm not certain what you mean by the question. I just wanted to know how the telephone company limits the bandwidth on individual DSL lines. I did not anticipate getting any software for this, unless it is the software which comes with the router.
Could it be some software for some other thing I might have mentioned, that you are referring to?
